A Metropolitan Borough Council in Merseyside were commissioning for Extra Care Services and seeking a provider to deliver services within an existing Extra Care Housing Scheme in the local area. It was a prerequisite of this procurement exercise that bidders be accredited to the Council’s Approved Providers List prior to tendering. We verified the client’s position with respect to this condition prior to proceeding with our service, ensuring they were compliant with the requirements.

The purpose of the tendered service was to provide domiciliary care support to residents in the scheme, while ensuring services were delivered with an enabling focus to promote independence and wellbeing. The successful provider would also be expected to provide 24-hour background support to ensure delivery of a responsive and preventative service that would avoid unnecessary hospitalisation and prevent people from moving to residential care permanently.
We were commissioned to complete a full-write for both the PQQ and ITT elements of this opportunity on our client’s behalf.
We completed all method statements, providing detailed evidence of partnership working, gathering Service User feedback, capacity management, previous relevant experience, and how the client could bring forward innovative ideas to shape the scheme, especially around residents’ social needs. We elicited this information through a combination of face-to-face meetings with the client at their local branch and scheduling conference calls to follow-up these discussions throughout the production phase.
We completed a detailed internal quality evaluation before sending the fully complete tender documents to the client for their review. The client had full opportunity to request any amendments ahead of the documents being submitted by Insequa via the electronic procurement portal.
The client was successful in winning this contract. This was a significant win for this client as it was the first Extra Care contract they had secured following previous unsuccessful attempts they had made themselves. Through securing this contract, they were able to realise the next stage in their business development strategy – delivering Extra Care.
