Why Were These Care Homes Rated Inadequate?
The CQC inspection revealed both care homes were rated Inadequate across all categories. This triggered the potential enforcement ofSection 31—an immediate suspension of services. If enforced, this would have resulted in the closure of the homes and left service users without essential care and accommodation.
The Role of the Registered Manager and Additional Challenges
The Registered Manager (RM)—who was also the owner of the homes—was advised to step down by the CQC. However, the RM resisted, believing they could lead the necessary changes.
Further complicating the matter, the local County Council’s Quality Assurance Team was involved due to safeguarding concerns. This created a multi-agency challenge requiring strategic coordination and action.
