Provider Information Return (PIR): What Social Care Providers Need to Know
The Provider Information Return (PIR) is a vital report that health and social care organisations must complete and submit to the Care Quality Commission (CQC) annually. It ensures that your organisation remains compliant with CQC regulations and provides a structured opportunity to showcase the high standards of your service and the improvements you are making.
What is the PIR?
Regulation 17(3b), of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 (Good Governance) creates the legal basis for the CQC to request from all registered providers a report setting out the extent to which they are assessing, monitoring and improving the quality and safety of their services. That report is the Provider Information Return.
The PIR is sent to providers on the anniversary month of their first inspection. As a Registered Manager, especially if this is your first PIR, you’ll have 28 days to complete and submit it.
While this might seem like ample time, preparing an accurate and high-quality PIR requires up to 6500 words of written content and a substantial amount of numerical data. This includes evidence and examples that demonstrate your service’s performance in areas such as meeting the accessible information standards, complying with human rights principles, overcoming barriers and challenges and working in partnership.
The PIR helps CQC monitor service quality and, crucially, assess the degree to which you are improving the standard of your services. The results of your PIR can inform your inspection ratings, which are publicly available.
Challenges of Completing the PIR
Registered Managers often face
these common challenges when
preparing their PIR:
1. Knowing where to start: Faced with a long, online form that only allows you to progress as each page is complete, it can be difficult to get an overview of what’s required and where to start. As we complete PIRs all the time, we can help with the preparation and planning and guide you through every step of the completion.
2. Articulating your service’s value: It can be difficult to capture and succinctly explain all the ways you’re monitoring and improving quality and safety. Having an external perspective can help. We can guide and challenge you to tell your best story through the PIR.
3. Gathering relevant data: Identifying and collecting the right evidence takes time and, whilst the data comes from your systems, we can summarise what’s required and make your search easier and quicker
4. Time management: Completing the PIR takes a long time and it can be difficult finding that when you’re also busy with many other daily responsibilities. We will take all that off your hands and write the written content while you get on with more pressing matters.
5. Adhering to word counts: Each response within the PIR is capped at just 500 words and condensing all your comprehensive information into concise, relevant answers and be tricky and time consuming. We will do all that for you and present the complete responses for you to review before you submit the completed report.
Failing to submit your PIR by the deadline can have serious consequences. CQC may view it as non-compliance, which could negatively impact your inspection rating and reflect poorly on your organisation. Additionally, delays in submission could trigger further scrutiny from the regulator, potentially leading to additional monitoring or enforcement actions.
